SNMPv3 monitoring issue on PAs with Solarwinds

I am setting up SNMPv3 on my PAs for the first time since I decided to catch up to best practices. When I attempt to setup monitoring from Solarwinds NCM even after triple checking the user/auth/priv I still can't get it to be detected. Meanwhile using SNMPv2 to the same firewall works so it isn't an issue of the solarwinds server not being able to pass traffic on that port between the destination and source. I read through the config guide and it mentions that

"To provide access to all management information, use the top-level OID 1.3.6.1, set the Mask to 0xf0, and set the matching Option to include."

I put that OID and the mask suggested to access all the management info, but it doesn't appear to be working. Am I missing something really obvious? There are no doubt other people using Solarwinds who have set this up.
