Bidding without measurements

I've been bidding new construction for about 2 months now and I have run into one large GC group that provides quite a bit of work. The problem is they don't provide measurements of anything and don't respond to my requests for information or respond to me asking if I can visit the site to get measurements myself.
Obviously they get painting bids, but how do they do it without measurements? If I'm not getting info then I doubt other contractors are getting info either.
