Gpu power draw suddenly gets low while trying to Overclock

So I have a gtx 1080 ti and I wanted to do a little bit of a Overclock. So when when I try and overclock it, the Gpu suddenly the power draw will suddenly drop and take in half of what’s it’s suppose to take and the overclock is stable but the power draw is half of what’s it’s suppose to take. I’ve been trying to find a solution to this and when it happens I restart my computer and it it doesn’t drop until I do a little overclock.

I have a ryzen 5 3600x 4.4ghz stable Gtx 1080 ti evga sc black edition Corsair 750 cx rgb 16gb of ddr4 ram 4000mhz Msi b450m mortar max
