Clock speed cut almost in half

Motherboard: Biostar A88MQ CPU: A8 6600k GPU: Radeon R7 360 PSU: EVGA SuperNOVA 650 RAM: 8GB 1600MHz ballistix

I had my CPU stable on 4.3GHz @ ~1.27V

I recently purchased the scythe fuma and installed it. I'm having no problems whatsoever with temp.

After installing I have gotten stable on 4.5GHz @ 1.381V. When I raise clock speed multiplier to x46 I start running into a problem. No matter how much voltage I throw at it (max at 1.55V) every time I boot up AMD overdrive reads my multiplier as x25.

Is there anything I can do about this? I have C6 Disabled as it should. Have I simply hit a wall?
