Zen 3 Ryzen CPU stays idle in CineBench R20, boosts fine otherwise

CPU: Ryzen 9 5900x

RAM: Gskill Trident Z Neo 16GB(8x2), 3200MHz CL-14

Motherboard: Asus ROG Strix B550-F Gaming Wifi-ii

CineBench R20: running as administrator, process priority set to high in task manager

OC:

  • Asus AI Tweaker settings:
    • AI OC tuner: manual (other options were: 'auto', 'DOCP', no 'disable' option)
    • PBO: disabled
    • PBO Fmax Enhancer: Disabled
  • Advanced -> AMD Overclock:
    • Curve optimizer: per core (undervolted)
    • max CPU boost clock override 200MHz
    • Platform thermal throttle limit: manual, 89 deg
    • PBO scalar: manual, 1x

PROBLEM:

  • I've gotten 8,200 /625 scores in the past when it used to boost perfectly upto 4.9-5.05GHz.
  • I ran it casually a few days back, and to my surprise, the max clock stays at 3,625MHz on multi-core and single core both. Scored 7,118 (Multicore) at best. Don't remember single core result(deleted/replaced logfile), but it was underwhelming as well.
  • In AAA games and CS2, everything's working perfectly, boosts upto 5.05 GHz, with normal temps, 65-85 deg.

MY SUSPISCION:

  • Updating the AMD chipset driver to 4.07.13.2243 (months ago) significantly lowered my CPU usage, temps, and fan noise while using youtube. I thought it was a good thing back then but now I looked at clock speeds and realized none of the cores boosted beyond 3,625MHz. Maybe the update changed something?
  • Also, on the Ryzen master dashboard, OC mode shows 'Auto Overclocking', I tried the reset button on Ryzen master, but it still says the same. Should it show PBO instead? All other values are correctly shown (per core offset values, boost override, etc.)

Since the problem is limited to benchmark software and I don't have an alternate PC at the moment, I'm reluctant to make potentially damaging fixes like updating BIOS or reverting to previous chipset driver, but still open to suggestions to try out in future.
