The Ambidexterity perk seems a bit OP

No real "off" hand, minor learning bonuses to pretty much anything that uses dexterity, and no applied penalties? Only real downside is the perk is only available at character creation.
Is there anything I'm missing about it? Also, what other perks seem to have no downsides?
