SPOILERS — Finished the game awhile ago but something has been bugging me. Why does the sand flow from Ember twin to Ash twin?

At first I thought that the project was at the center of ember twin and the sand was the Nomi further armoring it up but then I learned it was at the center of ash twin (I should have thought about the name of the project). So why (and how) is the sand flowing?
