Should I spend my money?

I got about 13M in my bank atm. Current gear is barb chest, noz helm, obby legs, dragon defender, upgraded whip, d boot, amulet of fury and fire cape. I want level 70 construction so i can do soe but that’s an over 9m investment. I also have been taking my prayer to level 80 but that’s a 18m investment. I wanted to get my range levels up so I can kill vorkath faster (7 min average with like 6kc on him). Put a pause on trying to boss and have been grinding slayer again. How should I be spending my money?
