Osap estimator

I used the estimator to figure out how much i would receive from osap, and the amount is significantly lower than what i am supposed to pay the university. Its a two semester program, and now that i think of what the estimator is telling me, it can completely cover half of the program (1 semester). So i was wondering, does the estimator give per semester estimates or full program estimates?
