Why is Facecheck still advising I run Cosmic Insight?

So, in Facecheck and a lot of other places, I keep seeing advice that I run Cosmic Insight/Biscuits as a secondary rune. This made sense in Season 10 when it let you pass the CDR limit/gave ability CDR. I also still get the logic of biscuits.

But, since the change I don't get it anymore. Is item CDR/spell CDR so valuable it's a must-take rune? Or is there literally nothing else in Insipriation worth taking instead?

Also, I've been running Transcendence and Manaflow Band instead. But, was considering trying Biscuits/Approach Velocity.

What do folks think? Is Cosmic Insight still worth it? If not, how can replace it?
