In lane - when to ‘buy’ items?

I had read sometime back or maybe imagined it that you shouldn’t ‘buy’ the component items in lane unless you were full health as it gave them extra stats. I watched a high lvl ornn maybe rank 1 and he was buying them at any point. Is there truth to this? Should I just get the pieces or item when I have the gold as long as I plan on staying in lane?
