100+ Homeless Under I4 Overpasses Downtown - New? What Can Be Done? How to Help?

Under I4 around the downtown area, I’d say there are over 100 people combined under the overpasses in the evening; I’ve been told it didn’t used to be like this. Of course there are non-profits, food banks and shelters, but are these bandaids? I know homeless don’t like staying in shelters. Is there anything I or anyone else could actually do to help a more permanent fix?
