Need a little advice or direction.

UPDATE: After speaking with a few different gov. agencies... I can say some of yalls predictions were correct. No permits were required for what the owner had done. As for the unliscensed thing they said the workers would most likely be the ones fined rather than the owner. I was starting to think I had no angle to hold this guy accountable for his mistreatment of his workers. Then BOLI returned my call. And I was pleasantly surprised to learn that ALL employers are required by law to pay ALL workers wages owed including overtime. Doesnt matter if the work was on or off the books. This was such a relief. I have all the evidence that they said they require to move forward with a wage and overtime wage claim. Though they said it will take 6-12 months to even start the claim. Im just glad this guy isnt going to be allowed to treat his workers (or at least me) like he has. Not for free anyways.

Hello. If this is not the appropriate place to post this then please direct me in the right direction. Im trying to figure out if any of the following construction activities performed on a property intended for renting are illegal, Ive researched alot and cant find much info to this question.

Situation: A person owns a quadplex in Eugene and intends on renting out the 4 units. Every unit has had a full renovation. This renovation was performed in the last 4 months by a few un liscenced '$20hr under the table workers' who performed the following in all 4 units: - All previous tenants belongings and garbage removed. (multi truck loads) - All appliances, carpets, doors, cabinets/counters, bathtubs, sinks, and water heaters were uninstalled, disposed of and replaced(carpet replaced with linoleum flooring) - Alot of the dry wall was removed and replaced. (Mainly due to damage but some mold was noticeable) -Crawl space area insulation and membrane uninstalled and replaced -1 units deck uninstalled and rebuilt - popcorn ceiling removed - a few windows replaced - a few exterior wall panels replaced - several light fixtures replaced - interior painting in all units

The owner has demanded well over 40hrs a week this entire project from all workers, and has paid no over time. And has even refused to pay a worker in full for the hours performed. Is it legal for the owner to pay unliscened workers under the table for this size of a project? Are any of those tasks required by law to be performed by a liscensed contractor? Is it a factor that these units are going to be future tenants homes? And workers paid off record qualified for overtime pay? Ive called BOLI and am still awaiting their return call. please advise on your opinions or at least who to report this to. Thank you.
