Rower movement during 100-200m sprint

When I row all out for 100-200m, the front of the rower tends to rise up unless someone is pushing down on the front. This seems like a waste of energy, especially if I'm trying for a new PR. I recall reading about this somewhere and how to prevent the "wheelies" and still maintain fast times, but I can't seem to find the article. Is this happening because I'm using too much "arm"? I have strong legs and I think I'm focusing on "legs", but maybe not. Thoughts?
