Understanding TOS Option Alerts

Think or Swim occasionally shows these Option Alerts for what I'm presuming are unusual options activity. In this example, "BZ: Carnival Option Alert: Nov 27 $25 Calls at the Ask: 1200 @ 0.171 vs 137 OI; Ref=$14.445". I guess I have two real questions...

  1. What triggers this option alert? Is there a certain volume or threshold that is reached which signifies it is unusual?
  2. Why would someone take this position? This represents a ~73% increase of a stock beleaguered by covid and in two months, no less. Isn't this a $20,520 wager?
