Just got back from Montreal... attitudes towards COVID seem totally different.

Why is it that people in Montreal are acting like COVID is fully over and vaccines work, yet here in Ontario I’m still unable to run my business and my friends are terrified of the Delta?
I’m getting concerned that Ontario May never return to normality. Is it political?
