Twitter Networking AKA Reposting other Creators tweets

Heya,
I've been grinding the past few weeks to get established on Twitter and it's going alright so far. Now I know my reach is very limited yet but I am curious how the networking on Twitter works.
I see creators retweeting content of other creators and I'm wondering: Do you contact them beforehand or do you just retweet and hope they do the same? How do you start with this in general? Maybe some of you have a few tips on how to get started ♥
