I’m wondering what the best response could have been or should have been at that time. Respond with nothing at all? I think many choices can seem like the right one at the time, for many reasons. Only time shows how they develop and change fir good or bad. Often a blend of both to one degree or another.
Yes. Philosophically we all know we can do better. Human condition tends toward abuses no matter who holds the reigns.
I feel we can do better in our relationships and maybe neighbourhood or community. The broader our network of power, the deeper the possibility of misuse, bad decisions , etc.
Place power to run a nation in the most benevolent and “good” person, you’ll still encounter bad thing over time. It’s cynical thought but it’s ultimately true.

This event prompted the creation of the NWMP, the predecessor of the RCMP.
The NWMP was formed to investigate the ‘wolfers’ in the interest of protecting the indigenous people involved and trying to seek sone sort of justice.
“The creation of the police force also had a political motive. The investigation into the massacre was to ensure that First Nations in the area were able to trust the Canadian government. The investigation would require international cooperation of two federal governments, and the North-West Mounted Police would take measures to make examples out of international criminals. Although ultimately no prosecution took place, the willingness to seek justice for any Canadian contributed to the establishment of peace between the NWMP and First Nations.” — from Wikipedia
This doesn’t mean that the rest of history the NWMP is full of sunshine and rainbows, or that the residential schools were a good idea or the the RCMP is innocent of any wrong doing. I’m just highlighting that this particular situation was an attempt at “good intentions” in regards to government and the indigenous people.
How history unfolded from there is plain to see.
I live within an hour of the massacre site and I’ve visited it along with Fort Walsh, the grave of murdered NWMP Constable Graburn (unsolved) and other sites throughout the Cypress Hills.
