Why are there no veteran destroyers/master destroyers?

Seems kind of odd. I wanted to build a herohammer list recreating 3 individual paladins as master destroyers and a paragon as a veteran master destroyer, but there is no such thing. Same with the regular destroyers. I can make them in the unit builder, but the war veteran upgrade supposedly costs 2.6pts only and that doesn't feel right. The regular master brother is 10 points cheaper than the veteran one and the only real difference is the war veteran special rule.
