Firing platform for chariots in AoFR?

Historically, war chariots were designed and used partially to let archers fire at any direction (hard to do that riding a horse).
Warhammer includes that as a rule:

How would you include that in AoFR while keeping chariots relatively balanced?
Perhaps a reduction in impact could make up for it.
