Pro Micro won't be seen in QMK Toolbox when entering DFU Mode

I'm having issues with a pro micro where I can't flash a hex file to it. I am currently in the process of building a Helix, and got one half done without issues. The pro micro worked flawlessy, and I was able to program it using QMK Toolbox immediately. The 2nd pro micro is giving me more trouble. I'm able to connect it to my PC, and lights do come on. At first plug in, a single red LED flashes and then stays on and the 2nd red LED stays solid, and the green LED stays solid as well.

When I plug in the USB, the windows detect a device available, and I can see USB Serial Device COM* (8 in my case) in the device manager. When I bridge the RST and GND pins, Windows does play the USB disconnect sound but I still see the same USB Serial Device COM8 listed in device manager. In QMK Toolbar (v0.0.9) it does not see the device in DFU mode.

In QMK Toolbox, I see the following:

Upon startup with my device connected (again COM8):

When entering DFU mode nothing happens except the Windows disconnect sound. If I wait about 30 seconds the pro micro just powers off even with USB connected. If I try to just manually flash the hex, then QMK Toolbar can't find the port to flash so I get this:

Not sure what else to try, is this just a bad Pro Micro? Is something shorted when I try to enter DFU mode? I'm stumped.
