Anyone know a dog behavioralist that specializes in trauma?

I have a former puppy mill dog. His facility shut down and all dogs went to rescues. Its been two years and he's made amazing strides but I feel like I've hit that wall and I need a trainer. The vet said to look for not just a trainer but a behavioral person that specializes in trauma.
Edit: I got him from the rescue knowing he'd have behavior and psychological issues. I love him no matter what. I just want him to be happy and safe.
He's an 8 yr old pom. No aggression towards people.
