Genuine question: Why is hu tao SO popular and considered very attractive despite her not being as hot as other characters like raiden or eula?

Hu tao isnt ugly or anything. she still has a nice body, but lets be real now, shes not as sexy as eula or lisa or other characters from hoyoverse like Kafka, yet Hu tao seems so beloved and even has more hentai than someone like lisa or eula.
Why? I dont get it.
