A very tall crane to pour the concrete. Then they submerge it and use a slightly less tall crane to put the main module on top

Below the water there are huge tanks for oil, various chemicals and water. They'll flood the water tanks to sink it down. In its final position the platform will be sunk to a level where the sea reaches the narrow point of the legs.

The fjords of Norway are stupidly deep where the shipyard is.

And I've seen similar platforms with my own eyes before so I know the size is correct.
