It depends on the place. For cheaper places they can help make a space less bland/hide flaws in the ceiling.
My apartment has popcorn ceilings and based on the walls and how many visible flaws they have, I feel like it’s probably a good thing. Plus it helps break of the bland “white walls and cheap carpet” look.
