Quest 2 Battery Pack won't charge the headset unless it is off

I'm having a very weird problem that seemingly has no solution. I got a Destek Battery Strap for my Quest 2 a while ago and for the most part it's worked fine. When I DO have problems with it refusing to charge the headset, I can usually just plug the quest to something else, restart it, plug it back into the battery pack and it works like clockwork.

Except this time it is actively refusing. No restart fixes it. Charging the two separately until they are both full on charge doesn't fix it. I have genuinely no idea what to do and every fucking thing I look up only gives me more questions.
