Unable to load SteamVR or Games with Quest + Link

Stuck on a loop of either having the small “Please connect your VR headset” box appear when attempting to run SteamVR with Oculus Quest/Link, or being told on the desktop app that my “Rift” is unable to display VR and that my option is to restart my computer. Why is this happening, and how can I fix it so I don’t have to refund Skyrim VR?
