I'm completely new to this and have a basic question

So usually if someone wants to watch a short VR movie or video, how would they watch it?
- They store that video on a computer and play it on the computer while wearing Oculus device connected to the computer and watch it.
- They store the video on an Oculus device and play it on the device and watch it.
Which way is the most common and which way would give you the highest quality experience?
