Issue downloading mods

New to the game, but I wanted to add a couple of mods for aesthetic purposes. I downloaded files from Nexus and placed the esp files in the data folder for oblivion. However, I still get massive cuboid chunks and exclamation points in game, and can’t interact with anything new. Was wondering what the issue might be
