Cannot download DLC

Hi all, first time player here. I have Oblivion on Xbox series x through game pass. Wanted to get all DLC too, this wasn't an issue as it's available on game store. Until I got to "the wizards tower" This one simply says that xbox is having an issue on their end and cannot be purchased or downloaded. I know this might be more of an xbox issue but I was just wondering if any other xbox players had issues downloading this particular dlc as it is the only one with an issue. Cheers
