Pothole popped a tire, any chance of reimbursement?

Was driving on Oakport and hit a massive pothole which immediately flattened my tire. Talked to the people nearby and apparently I’m not the first victim. Is there a way to contact the city and get them to reimburse me for my tire replacement?
