Copy a folder between users

I have a user that is retiring soon. They have a folder in their cabinet that needs to go to their replacement. I have already tried exporting that folder from Outlook to a PST, but the issue is that we only have 3 months or so of emails in the offline cache, and this folder has YEARS of emails that aren't included in the PST export. I've been looking around and can't seem to find a way to COPY the folder to the new person.

Does anyone have any ideas?

EDIT:

I think I was just moving too fast and not letting things sync up. I am copying the folder now and things appear to be working.
