Sheild TV and Controller input

I have a sheild TV and am using an Xbox One Elite Series 2 controller. Everything is working on the elite controller, confirmed via Xbox accessories app. However, when using the shield it does not interpret the paddle input unless another paddle is pushed first. I do not have the shift function enabled on the controller. I think it had to do with how the sheild takes input from the controller. Does anyone have any ideas?
