8 pin PSU to 16 pin GPU input: Adapter or new PSU?

Doing a totally new build with an Asus made 4070 Ti Super. the GPU input has 2 8 pin inputs, making for 16 pins. My PSU has one 8 pin PCIE power output.

My computer is running graphics out of the CPU rather than the GPU. I plugged my 8 pin PSU output into one of the 8 pin GPU power inputs. The GPU has the red standby LED on even if the machine is running. Because im only using one GPU connector (8 out of 16 pins) i think the GPU isnt getting enough power.

Is the fix to get an 8 pin to 16 pin adapter? or a whole new PSU with the right cables. PSU is a 750w and of good make, though about 5 years old.
