why does management think new grads belong on noc shift?

I've noticed over the course of my career that management thinks nothing of putting a new grad on noc shift. I don't get it.
There aren't enough resource nurses (do travelers really count?) in SNFs typically it's one nurse to a unit so zero resource nurse if the stuffing hits the fan.
Why is this seen as a good idea?
