Doctors cancellation fee

I see that most doctors here in NoVa take a credit card in file to charge for a cancellation from patient . But I see doctors / dentists cancel the appointment at the last minute which screws our schedule. Will they reimburse for the time we lost ? Is it legal to ask cancellation fee either side ? Has anyone attempted?
