Tons of tiny beetles? Anyone know what they are?

I’ve been seeing them in Reston a lot today. Lifeguards at the pool said they are crawling on them. About tick sized but not ticks because they have 6 legs (ticks are arachnids with 8 legs). Also they fly and ticks can’t fly.
Anyone know what species of beetle they are?
