I'm an 18yo who hasn't chosen a major in college yet. Interested in Urban Studies

Is it a good idea to go into Urban Studies? I've fallen in love with this topic recently and would love to help. However, my main plan for going through college is a need based scholarship that covers 4 years, I don't have a single dollar for funding and don't want to be in debt when I don't need to be. That being said, I don't want to pursue a masters. I am in the United States. Would it still be worth it to pursue Urban Studies? Is it even possible to make a meaningful change in the US without running for office or being a politician? I have severe anxiety as well and am not a people person.
