Photo editor problems

When cropping an image, can anyone drag the top line down or is this a bug on only my phone?
Apologies if this is not the right sub to post to for this.
Edit for clarity: I can drag down if I use one of the corners but being dragging from the middle going down doesn't work, going from the middle up does for some reason.
