Do native Norwegian speakers like when foreigners can communicate in Norwegian?

Growing up with Hispanic cultures I have often found that native Spanish are usually impressed when a non native speaker speaks to them in Spanish. And also there's a slight (for lack of a better word) disappointment when someone doesn't speak Spanish. Even more so when they see I'm Hispanic but then find out I don't speak Spanish. They're still friendly and happy to converse, but you can tell they would prefer Spanish.

I'm curious to know how those in Norway feel when a foreigner can speak Norwegian and also when a foreigner doesn't speak Norwegian. Is there that passing thought of "aw, man" when they don't get to speak their native language? Or a feeling of joy when they do get to converse in Norwegian with a foreigner/non-native rather than in English?
