Secondhand cars post brexit

So we are probably going to have to replace our car this year and have seen the vat changes on secondhand cars coming in from GB, but the most recent news article about it is from 6 weeks ago, has this change definitely been reflected in the deal agreed last week? Its going to cause big price increases across the board. Can't believe something like this has been allowed to slip in without protest.
