How do I take a car out of my name without V5 or Vin Number?

I have found myself in a bit of an odd situation, I received a letter on tax being due on a car that is in my name but I do not possess the vehicle at all and never had. It is a distant family members car but unfortunately they are not co-operating.
Does anybody have any ideas how to get the vehicle out of my name without having the V5 or Vin Number, I have tried looking this up online but can’t find the answer other than going to the family members house and seeing if I can get the vin number.
