Bylaws - Can a Board take an action that is not specifically outlined?

I am a member of a neighborhood non-profit with rather bad bylaws. One specific requirement laid out in the bylaws is that every year the Board is supposed to recommend an amount for the membership dues to be set at and that the membership should vote on this recommendation.

The bylaws don't say anything else about how dues are set, nor do they specifically say that this is the only way to alter the dues.

If the bylaws don't specify, can the Board move to change the dues on their own, or is it generally assumed that if it's not said, then the Board can't do it?
