Ethical disclosure requirements?

Question: is it necessary to fully disclose ENM LTR relationship status when talking to someone new, or is being clear that you're looking for NSA/not exclusive sufficient to meet ethical requirements?
Obviously if asked directly that's a different situation (lying is never ok).
Also curious how/when people disclose their relationship statuses... Right away? After some conversation? Over drinks?
