When does an open relationship ship become poly?

My boyfriend (38M) and I (33F) have been in an open relationship for a year and a half. We go on dates with others, events etc. Except I've noticed now with his ongoing FWB it's getting really romantic, it feels like she is his boyfriend, without the title. At what point do things clock over into polyamory? It feels like he is poly, but I'm his primary. I'm not really into us having other official partners. I guess I'm wondering if this has happened to others? It feels like he is very excited dating her, doing all that NRE stuff. I guess the other issue I feel like I'm a stalemate. He gets to do fun stuff with her, is excited by her, misses her, sends cute photos when they're apart. I know there are other issues there, perhaps my own insecurities. Can anyone shed some light?
