Reason for slow tcp.connect?

I posted to ask in the GCP sub too, but we think it's an app level issue.
In our GKE cluster internal express js services sometimes show 100-200ms for tcp.connect. we use node 16, and one node 12 service. The devs decided to use keepalive which stopped the delay but it has its own issues since nodeport in gke is not loadbalanced.
I want to get to the bottom of the delay rather than depend on keepalive as I feel it's a bandaid. Any thoughts?
