It's actually a Kyonshī, a leaping vampire. The question mark is a control measure to stop them rising from the dead.
That being said ancient undead don't generally eat pancakes, braid bears in their hair, hang out with Vtubers and have a massive fan army of women. Especially little girls who you'd expect to be terrified of him, not adopt him. So goodness only knows what sorcery this is.
