UK citizen, non resident. When am I eligible for NHS care?

Hi all.

I am a UK citizen who has never resided in the UK or EU. I am a dual citizen who lives in the USA. I understand that if I were to visit the UK, I would likely be subject to surcharges for NHS care. However, I can’t quite sort out when and whether I would be eligible for free NHS care if I were to settle in the UK on a long term basis.

Can anyone recommend any resources or reading that can answer that question?

Apologies if this has been asked before, I didn’t see it in my quick review of the subreddit.
