How are ambulance services this bad?

I had an emergency last night (not particularly proud to admit I took an overdose) and someone tried to call an ambulance for me when they found out.
They were told that the current wait for an ambulance was 9 hours so it’d be better to make our own way to the hospital as it was quite clearly an urgent case.
A 9 hour wait on a random Thursday night for an urgent ambulance seems insane!
