Onterrio Smith and The Whizzinator

I was telling my girlfriend about the Onterrio Smith Whizzinator controversy from 2005 yesterday. Basically "Dude had a Whizzinator and dried synthetic urine and got caught at the airport with it. It was a whole thing."

After laughing about it she asked "Wait. Is that the whole story? Why wouldn't he be allowed to have that in his bag? Was there something else he had in his bag that was actually illegal?"

I had no response, and now I'm also curious why it would have been a problem for Onterrio Smith to possess a Whizzinator going through TSA. Did a little Googling and found nothing. Does anyone here know why he would have been "caught" with something that is technically legal to possess? Or is/was it illegal to possess?
